The Diploma thesis is focusing on the transformation of the
Government from the first reforms to the present. There are
analyzed the historical development of the transformation of
the Government itself, and the transformation of the
Territorial authorities, which is closely linked with the
ratification of the European´s Charter of local Authorities in
Czech Republic. The Diploma thesis deals with all three phases
which the Government passed through after explaining historical
possibilities. The core of the thesis is the analysis of the
3rd phase of reform of the Public administration, especially
the Analysis of the Public administration´s employees role and
introduction of modern technologies to the Public
administration, where it points out to some shortages and there
are recommendations for improving the work of the Public
administration to Citizens.
