Objectives

The aim is to determine, based on the assessment of the German long-term care insurance, whether it would be feasible to implement a similar long-term care insurance into the Czech social system considering the costs and benefits of this insurance and with regard to the local conditions and limitations.

The expected structure:

1. Introduction
2. Theoretical part (social policy issues in LTC, specification of key terms, models of the long-term care funding)
3. Characteristics of long-term care in Germany, funding of long-term care in Germany, long term-care insurance
4. Characteristics of long-term care in the Czech Republic, current system of its financing, the care allowance
5. Discussion introduction of long-term care insurance in conditions of the Czech Republic, its potential, limits and restrictions; formulation of recommendations for the Czech Republic

Methods

Analysis of the long-term care insurance in Germany and its development from its introduction in 1995; analysis of costs and revenues, the number of contributors and recipients of care (based on statistical data); changes (e.g. changes in legislation);
creating a model for introduction of long-term care insurance into the Czech conditions (with regard to the number of beneficiaries, costs, revenues); identification of potential and limitations for introduction of insurance for long-term care in the Czech Republic (based on legislation, culture, taking into account the cost of labour); formulation of recommendations for the Czech Republic.
