Research paper examines the evolution of the European Commission's role in security and defence, culminating in the creation of the Commissioner for Defence and Space position. Using the theoretical framework of historical institutionalism, it challenges the view that this development resulted from Russia's invasion of Ukraine. The thesis will be written in the form of a research paper. It will be a case study, namely the application of the theoretical foundations and concepts of the new institutionalism (rational choice institutionalism and historical institutionalism) in the research of the phenomenon of the growing role of the European Commission in the field of EU cooperation in the field of defence and security. More closely, the thesis will focus on the process of the emergence and creation of the specific function of the Commissioner for Defence and Space.
The thesis is based on the assumption that the creation of the Defence and Space Commissioner function was the result of a combination of path-dependency in the development of the EU's Common Defence and Security Policy, as the idea of creating this function had already emerged prior to the Russian invasion of Ukraine, and the achievement of a critical juncture in the institutional development of defence and security cooperation at the EU level. The emergence of this critical juncture was influenced by external events/crises, in the form of the war in Ukraine, but also by the experience of the crisis in transatlantic relations during Trump administration. Finally, the real scope of the powers of the new portfolio and the new Commissioner is also influenced by the limits imposed by the EU primary law and is the result of a compromise among the positions of the actors-principals involved (EU institutions, Member States).
Research questions: How has the role of the EC in CSDP evolved (after the entry into force of the Lisbon Treaty)? What preceded the creation and establishment of the Defence Commissioner?
What role did the events such as the war in Ukraine or the crisis in transatlantic relations during Trump administration play in the process?
What were the positions of the various institutional actors involved in relation to the establishment of a Defence and Space Commissioner?
Methods: process-tracing, content analysis of relevant documents, interviews with insiders (as a complementary source)
